Do you have questions about the MLI Select program, Hydro-Québec’s Efficient Solutions Program, or our MEP engineering services? This page compiles answers to the most frequently asked questions from the developers, general contractors, and building managers we work with.

  • What Types of Buildings Are Eligible for the MLI Select Program?

    Residential buildings with 5 units or more, new or existing. For senior residences, the minimum is 50 units. Non-residential spaces must not exceed 30% of the total floor area.

  • How Does the CMHC MLI Select Scoring System Work?

    Three criteria: energy efficiency, affordability, and accessibility. A minimum of 50 points is required to access the program. The higher the score, the better the terms, including amortization period, loan-to-value ratio, and insurance premium.

  • Does the MLI Select Program Apply to the Refinancing of an Existing Building?

    Yes. The program also covers the refinancing of existing buildings. A CMHC-compliant energy efficiency assessment is required. Groupe CMi carries it out entirely remotely, anywhere in Quebec.

  • Should My Business Start the Project Before or After Submitting an Efficient Solutions Program Application?

    After. The project must be approved by Hydro-Québec before work begins. Starting before approval automatically renders the project ineligible for the program.

  • How Much in Subsidies Can Be Obtained Through the Efficient Solutions Program?

    A minimum of $2,500. Up to 90% of eligible costs for small businesses, and up to 75% for medium and large businesses. No fixed ceiling for large-scale projects.

  • What Types of Equipment Are Covered by the Efficient Solutions Program?

    More than 200 predefined measures: heat pumps, air exchangers, heat recovery, certified LED lighting, automated control systems. Projects outside the standard measures are eligible through Hydro-Québec’s Custom Option.

  • What Is the Difference Between MEP Engineering and a General Contractor?

    The MEP engineer designs and signs the technical plans. The general contractor executes them on the job site. MEP plans are required to obtain building permits and must be signed by a member of the Ordre des ingénieurs du Québec (OIQ).

  • Are MEP Engineering Plans Mandatory for a Commercial Project in Quebec?

    Yes. Any commercial or institutional project in Quebec requires plans signed and sealed by an OIQ engineer, including ventilation, plumbing, and electrical.

  • Does Groupe CMi Travel to the Site for All Its Mandates?

    No. MLI Select and Efficient Solutions Program mandates are 100% remote, anywhere in Quebec. MEP mandates require on-site visits, which are covered in Greater Montréal, on the South Shore, and up to Trois-Rivières and Farnham.
